On behalf of the Burkesville City Council and the more than 40 employees of the City of Burkesville, I would like to welcome you to the City of Burkesville.
The City of Burkesville is a Home Rule city with a mayor-council form of government. The city was founded in 1810, and incorporated in 1846, and is governed by a Mayor and six Council members. The city’s current population is 1,570.
Burkesville is home to several annual events sponsored by the Burkesville/Cumberland County Chamber of Commerce. Those events include:

The mayor is elected for a four year term. The mayor enforces the Mayor/Council Plan, city ordinances, orders, and applicable statutes. He supervises all departments of city government and the conduct of all city officers and employees under his jurisdiction. Each department reports to him.
City Clerk Marquetta Riley: Assists the executive authority in administering all phases of city government. The city clerk serves as the city treasurer and the city personnel director. The city clerk assists the deputy clerk with water accounting operations and banking transactions. The clerk assists the mayor in preparing the annual budget and keeps proper accounting records to ensure ethical and accountable maintenance of public funds. The city clerk duties for administrative council meetings includes the preparation of presentation materials, regular attendance of city council meetings, and the reporting of council meeting minutes. The city clerk and deputy clerk maintain city governing documents including policies, procedures, orders, resolutions, and forms used by residents to request and report on services.
Ms. Riley has an Associates of Science Degree from Daymar College, is a Kentucky Certified Municipal Clerk having been awarded this by the Kentucky Municipal Clerks Association and Martin School of Public Policy and Administration, University of Kentucky. She is also a Notary Public.
Deputy City Clerk April Thrasher: Billing and collecting of utility service fees in the city. The deputy clerk prepares, proofs and mails tax notices, licenses, fees, and other city revenue documents. The deputy clerk collects payments, keeps accurate records, and manages bank deposits during normal daily operation. In addition, the deputy clerk assists the city clerk with those duties.
The city council is elected for a two year term. The Council duties are establishing codes, rules, ordinances, municipal orders, and regulations for the public health, safety and welfare to the public. Supervisor Chris Garvey: The Telecommunications supervisor manages day-to-day business in the Cumberland County E-911 Center, develops and maintains plans, policies, and procedures relating to effective emergency communication, ensures the E-911 Center is fully and effectively staffed, including hiring, disciplining, and terminating of employees.
The supervisor keeps accurate reports and statistics of emergency and non-emergency calls made to the Cumberland County PSAP (Public Service Answering Point), acts as Terminal Agency Coordinator (TAC) of the Criminal Justice Information System (CJIS), who is the Liaison between the local agency and the Kentucky State Police Compliance Staff.
As TAC, also ensures all CJIS Terminal activity falls under policy and all paperwork related to Terminal Activity is checked, secured, and organized correctly. The Telecommunications supervisor acts as the representative of 911 Dispatch in all meetings/functions.

City police officer duties include patrolling the city on foot and in a police cruiser during assigned time shifts, enforcing federal, state, and local laws and ordinances. Officers respond to all calls during their shift, attend to the situation, and prepare timely accurate reports of incidents. Court duties include issuing citations for violations and appearing as a court witness. Officers make arrests when necessary and attend to the disposition of prisoners to the county jailer and transportation system. Officers control school crossing traffic and providing traffic control for accidents, fires, parades and funerals. A city police officer is responsible for securing the scene of a crime or accident within the city and performing preliminary investigations, gathering evidence, interviewing witnesses, and reporting.
Police Chief Wesley Long (Badge #351): Chief enforcement officer of the law for the city. The police chief plans, organizes, directs, coordinates and evaluates all activities and program of the police department to provide continuous security for the city. The chief is the supervisor of all police officers and dispatchers. Supervisory duties include formulating and implementing department policies and procedures, preparing and authorizing work schedules, signing department time cards. He is the custodian of all official Burkesville City Police Department records and controls access to documents for authorized personnel only. He schedules officer training plans. He ensures proper preparation and maintenance of all city police reports. He ensures the proper use of police cruisers and other department equipment.
Chief Long directs the planning, organizing, coordinating, and evaluates all the activities of the police department. He has been a city police officer since December 2010. He is also a Fire Arms Instructor. He is the K-9 Unit Handler and a Hazardous Material Technician.
Assistant Police Chief Craig Groce (Badge #352): Officer Groce has been a certified law enforcement officer since 2011. He has been a member of the Burkesville City Police since June 2018.

Fire Chief Greg Cary: The Fire Chief has overall responsibility for recruiting, training, assigning, and supervising subordinate personnel for the Volunteer Fire Department. He establishes policies, procedures and techniques to provide the highest possible degree of fire control and prevention with the personnel and equipment available and administers zoning, regulations, subdivision regulations building inspections and code enforcements. The Fire Chief is also the Planning and Zoning Officer. He serves as the administrative official for zoning enforcement, unfit structure evaluation, fair housing regulations, utility franchises and oil and gas well drilling regulations. The fire chief ensures compliance with safety policies and procedures and coordinates safety meetings. The fire chief is also the City Animal Control Officer.

The Burkesville City Water Department has been awarded three consecutive Area Wide Optimization Program (AWOP) awards from the Kentucky Division of Water. This award is presented to those water systems that meet area wide optimization goals for both settled and filtered water. Superintendent Joe Appleby: The Water and Waste Water Superintendent supervises and assists with daily operations and maintenance of the Water and Wastewater plant systems and performs related duties. The superintendent’s water department requirement is to provide high-quality drinking water to the city and county customers while adhering to strict state and Federal regulations.
The superintendent’s waste water department requirement is to properly treat and dispose of residential and business waste water while meeting state and federal disposal requirements in a cost effective manner.

Director David Mcintyre: Organizes and directs the community recreation program, maintains park grounds for the Dr. Schickel Park and Hill Top Park and assists in community activities co-sponsored by the city, development of the park. Dr. Joseph Schickel Veterans Memorial Park
The city park is busy much of the year fielding youth and adult sports and special community events. Burkesville and Cumberland County are indebted to Dr. Joseph Schickel and his wife Dorothy for service to our community and the Burkesville City Park.
After serving in World War II, Dr. Schickel became our primary care physician. He treated many of our residents for over 50 years and delivered our children. He and “Mrs. Dorothy” were constant financial supporters of city and county causes during their lifetime. Burkesville City Park is a lasting memorial to the memory of this fine couple.
Hilltop Community Park
Hilltop Park is home to many family reunions, social events, birthdays and always has a grand Memorial Day Celebration. Hilltop Park contains a playground, basketball court, and restrooms.
Cumberland River Bluegrass Festival
The Cumberland River Bluegrass Festival starts on the third Thursday in September with some of the finest Bluegrass music around. Musical entertainment, baby show, beauty pageant, 5K run, health fair, arts, crafts, food, a river duck derby and a classic car “Cruise In”. If you missed the Cumberland River Bluegrass Festival in years past, make sure and put it on your calendar. Come and enjoy all the singing, picking and wonderful southern cuisine.

The European Riders Rally in a third week in May event that begins in the Burkesville City Park. The day long ride winds through our county roads which are some of the most scenic hills and valleys that you will ever ride through on two wheels.
Fair
The Cumberland County Fair and Horse Show is held during the month of July each year in the city park. Our efforts always stress a wide range of activities. We invite everyone to find something to participate in or simply watch and enjoy the fair.

Riverboat
The Cumberland Queen Riverboat Review is held every year in the city park to commemorate our river heritage. During the 1800’s, riverboats were the primary source of transportation of goods. The Cumberland River running through Burkesville was a major thoroughfare at that time.
Southern Softball Tournament
The Southern Kentucky Classic Softball Tournament is a men’s slow pitch softball tournament. It is the longest running such event in the State of Kentucky. “The Southern” has taken place every year for more than 50 years. This tournament is part of the 4th of July Independence Day Celebration. Teams from several states gather in Burkesville to compete for the honored winner’s trophy.
Sports
Youth baseball and softball and adult co-ed softball take place in the Burkesville City Park during the summer months. The city park also contains regulation tennis courts, a basketball court, a soccer field, a volley ball court, a walking track, a playground with equipment, and an entertainment outdoor stage. Numerous youth league baseball fields, girls’ softball fields, and a full size baseball diamond for Babe Ruth and Cumberland County High School baseball are located in the park. Convenient concessions and restroom facilities are co-located.
